General Rules

The following rules of conduct are those which were established for all the nine libraries in the KRL system. They are mostly based on common sense, courtesy, and good manners.

KITSAP REGIONAL LIBRARY STANDARDS FOR USER CONDUCT

WHEREAS, RCW 27.12.270 authorizes the Board of Trustees to make such reasonable rules and regulations as the Trustees find necessary to assure the greatest benefit to the greatest number; and

WHEREAS, RCW 27.12.290 authorizes the Board of Trustees to exclude from the use of the Library under its charge any person who willfully and persistently violates any rule or regulation prescribed for the use of the Library or its facilities or any person whose physical condition is deemed dangerous or offensive to other Library users; and

WHEREAS, the Kitsap Regional Library Board of Trustees deems it in the best interest of the Kitsap Regional Library District to authorize the Branch Managers, in consultation with Branch Services and Administrative Services, to exclude any person from the use of the library who willfully or persistently violates any rule or regulation prescribed for the use of the Library or its facilities or any person whose physical condition and/or behavior is deemed dangerous or offensive to other Library users; and

WHEREAS, it is the intent of the Board of Trustees to allow Library users access to the Library's facilities to the maximum extent possible and to ensure the greatest benefit to the greatest number of residents; and

WHEREAS, the library is open to the public for the specified purposes of reading, studying, researching, and appropriate use of Library resources;

NOW, THEREFORE the Board of Trustees deems it necessary to pass the following reasonable rules and regulations:

1. The Branch Managers, in consultation with Branch Services and Administrative Services, are authorized to issue written trespass notices to persons who are in violation of any of the listed standards below.
2. Library users shall be engaged in normal activities associated with the use of the public Library while in the building. Users not engaged in reading, studying, research or appropriate use of Library resources may be asked to leave the building.
3. Children below school age must, at all times, be accompanied and supervised by an adult. Library staff is not responsible for the care, safety, or supervision of children.
4. Library users shall respect the rights and privacy of other users and Library staff and volunteers and shall not annoy others through noisy or boisterous activities, by cell phone use, by monopolizing resources, or by other behavior that may reasonably result in the disturbance of others in the Library.
5. Users are expected to wear appropriate clothing while using the Library, including shirts and shoes. Personal hygiene shall conform to the standards of the community for public places. This includes the repair or cleanliness of clothing and bodily hygiene.
6. Harassment (physical, sexual, or verbal) of other Library users or Library staff will not be tolerated.
7. Smoking is not permitted in any area of any Library facility or in any area where secondary smoke will enter a Library facility. The Library staff reserves the right to limit or prohibit the consumption of food and beverages within any facility.
8. Pets or animals, other than service animals necessary for disabilities, may not be brought into the Library by Library users without prior permission of Library staff.
9. Library users will not interfere with the free passage of other Users or Library staff in or onto Library premises including, but not limited to, placing objects such as bicycles, skateboards, or leashed animals in areas where they may impede movement.
